Looks like the study you described sounds more like scarcity is linked to creative problem solving. It’s a fact of life that poor people constantly have to improvise or otherwise make do with their limited resources to go about living. If you open your eyes and ears you will see several examples around you.

India for example has juggad entrepreneurs who make good stuff with scant resources; in New Zealand, we have number eight wires in our garages with which we make stuff, and so on.
